In the offline world, there seemed to be some justification for the fee, as materials were mailed out at cost to the company. Now, online, even though the costs are no longer there, disreputable companies are still charging a fee in advance.

It means a full commercial service which can send out emails, or whole series of emails, by automation, to anyone who has requested to receive them.
That last point is critical. An autoresponder service is the absolute best defense against unjustified spam complaints, because an official record exists that the recipient of the emails has requested to receive them through double opt in.
To make extra money at home using a customer list of this type, you need to drive traffic to an opt in form on a website or blog. If you choose to use a free blog at somewhere like Blogger, you will have no outlay other than for your autoresponder service. You can then make money from your list by offering your own products, if you have any, or by recommending products sold through affiliate marketing, on which you will receive a commission.
